The City of Monroe is planning for the future of the Orchard East neighborhood! Our goal is to develop a realistic plan for new housing, retail, and cultural resources in collaboration with Orchard East residents.

The Neighborhood
 Orchard East is a diverse residential and commercial neighborhood which many long-term and new residents call home. The neighborhood is bound by the River Raisin to the north, I-75 to the east, Plum Creek to the south, and Jerome Street to the west. The 4.8 sq. mile neighborhood is within walking distance to downtown Monroe and is home to Hellenberg Park, the Opportunity Center at Arthur Lesow Community Center, Labor Park playground and splash pad, the Selma Rankins Jr. Community Garden, Orchard High School, Sterling Island, and numerous other community cornerstones.

The City will work with residents, businesses, schools, nonprofits, leadership, and others to develop a comprehensive plan for the Orchard East neighborhood. The project team strives to address housing obstacles in the community and neighborhood connectivity challenges, while accommodating growth and adding necessary retail and services to the community. The plan will balance community goals and inform future land use and development decisions, as well as identify the local policies and tools necessary for successful implementation.

The Orchard East Neighborhood Plan is currently focused on five topic areas: housing, neighborhood retail/commercial development, transportation and mobility, public spaces, neighborhood identity. Other topic areas may be identified through community engagement.



Project Team
The project team will attend neighborhood events, brainstorm with residents and stakeholders, and manage the overall planning process to support the community-driven creation of the Orchard East Neighborhood Plan.
