Office of the City Manager

The City of Monroe operates under a council-manager form of government. The Mayor and City Council appoint the City Manager as the chief administrative officer of the City to provide Mayor and Council with professional management expertise by providing background on issues, proposed alternatives, and recommended courses of actions.

The City manager works closely with the City Council in developing Goals and Objectives. The manager is involved with evaluating the economic, social, environmental, and intergovernmental landscape in the context of the City of Monroe’s needs, opportunities, challenges, and resources. The intent of this process is to continue to provide the community with a high level of services, along with positioning the city for future economic growth. This will serve to strengthen the City, while simultaneously retaining its historic character and livability.

The City Manager manages the day-to- day operations of the City by carrying out
the following:

  • Coordinates the work of department heads and other employees, who help ensure the smooth and efficient delivery of services to residents.
  • Builds public/private partnerships, targeting all of a community’s resources to solve problems.
  • Develops recommendations for new programs indicating scope, cost and impact for consideration by City Council.
  • Works with City’s elected officials and community stake holders in policy development.
  • Ensures laws and policies approved by City Council are equitably enforced throughout the city.
  • Seeks feedback from residents and members of the business community to address and solve problems.
  • Prepares the annual budget, submits it to Council for approval, and implements it once it is approved.
  • Supervises department heads, administrative personnel, and other employees.
  • Investigates resident complaints and problems within the administrative
    organization and recommends changes to elected officials.
