The Monroe Police Department formed the canine unit to assist with road patrol investigations and community relations promotions in 2003. Cpl. Foley and his first partner Colonel, officially began patrolling the streets on January 9, 2003. Sadly, Colonel unexpectedly passed away in 2011.
Cpl. Foley and his new partner Justice began their patrols together in August of 2011. Justice is a German Shepherd who’s parents are both imported from East Germany. Justice is certified in tracking, building search, handler protection, and narcotics detection.
