The Human Resources Department performs a personnel administration staff function for all City operations. The Director acts as an advisor to the City Manager as well as to the Mayor and Council. The Department focuses on the effective management and utilization of people. It deals with the human element in the organization—people as individuals and groups. HR’s functional obligations extend to strategic planning and policy making, communicating and advising; and training and development. HR must also manage employee records, employee statistics and reports, recruitment, testing and screening; policies and procedures; compensation and benefits; conflict resolution and grievance handling, labor relations, and discipline; safety and health, employee assistance and a host of employee services.
